RNM Systems

Hermes, the UK’s largest courier home delivery network, has signed an exclusive agreement with workspace management company RNM Systems to implement its Condeco Lite Room Booking software and touch screens at its new UK head office in Leeds.

Hermes will use the workplace management software solution and Condeco Room Screen digital signage products to manage its 16 meeting rooms, raising the occupancy levels of its office space and boosting the efficiency of room booking for its staff.

Alan Nicholls, head of design and delivery at Hermes commented: Having recently moved into new offices, our goal is to raise utilisation of our new meeting rooms and to guarantee that staff can take full advantage of these facilities without the usual problems of double-bookings and ‘no shows’. Condeco will not only help us to convert room booking into a self service task, but it will also allow us to factor in a variety of different resources, like audiovisual and video conferencing equipment and catering, which can also be ordered online through the system.

The touch screen enabled digital signage installed outside every meeting room will display real-time information on meetings taking place and will enable staff to check in and out of the rooms before and after a meeting. If nobody attends the meeting, the room will be released and considered empty, allowing others to take full advantage.

With video conferencing on the rise and our meeting rooms more sought after than ever, we fully expect that Condeco Room Booking software and Condeco Room Screen will become an integral part of the way we work and will benefit the company substantially,concluded Alan.

The Operational Efficiency Programme, published last month by HM Treasury, advocated that government departments should consider desk sharing as a viable solution to help save money on wasted office space.

The report suggested that by divesting 30% of its under-utilised real estate, the government could save approximately £1 billion a year in running costs. The target set by the HM Treasury is to reduce space occupancy from 14.5 to 10 square metres per FTE and use desk booking systems to help manage space more effectively.

Paul Statham, managing director at RNM Systems, stated: These recommendations will not come as a surprise to many. For a long time now, most local government buildings have been operating with a desk occupancy rate of just 45%, meaning that on any given day there can be as many as 297,000 empty desks in local authorities across England alone. These are quite astonishing statistics, especially when considering that an individual desk can cost up to £13,000 a year to run.

If public sector employees are prepared to adopt flexible working, they should also be ready to accept a more modern approach to desking at work. Working in a modern office is no longer about owning a particular desk but having guaranteed access to the right kind of facility for getting the work done and employees will need to understand this. It is no longer acceptable for offices to have such low levels of occupancy, especially if the taxpayer is paying for it,he continued.

Whilst it might well be relatively easy to implement flexible working amongst staff and educate them accordingly, by contrast, desk booking is something that requires more attention, time and investment to roll out. Most staff will respond negatively when told that they will have to share their desk or book a desk in advance of coming in to the office. When dealing with such a drastic change in working culture, this issue needs to be handled with care by senior management.

Any desk booking system put in place should have the approval of those who will be using it on a daily basis. The system should be tailored to suit the employees needs and set up with their convenience in mind – they will need to feel comfortable enough to use it regularly. Often desk booking systems can be built into the internal Intranet, which is undoubtedly the most popular and convenient option available, he added.

In order to comply with The Operational Efficiency Programme successfully, councils introducing a flexible working scheme will need to implement a desk booking system that will allow employees to book desks prior to arriving at the office. Condeco desk booking system enables employees to view and make desk bookings via the Intranet, eliminating the issue of double bookings and dramatically reducing costs, previously spent on under-utilised real estate.

Evidently, many local authorities have already started to implement the Operational Efficiency Programme’s recommendations and some have indeed been practicing this way of working for a while now. But on the whole, the public sector has a long way to go when it comes to addressing the issues of under-utilised real estate and low office occupancy levels. HM Treasury has taken a major step in the right direction by highlighting flexi-working and desk booking as the most effective way to tackle the issues surrounding the public sector property portfolio. Surely it is only a matter of time before we see these practices being rolled out across the board and flexi-working and desk booking embraced across local authorities and councils, he concluded.

Overview
Labeled as the heart of the East End of London, the London Borough of Tower Hamlets was formed in 1965 when the metropolitan boroughs of Bethnal Green, Poplar and Stepney were merged into one borough as a result of the London Government Act 1963. Today, Tower Hamlets is a borough of great contrasts, containing some of the country’s most expensive real estate as well as areas of deprivation. Made up of 51 elected local councillors from 17 wards, the council employs approximately 11,000 people who work to provide the public with services such as housing, education, transport & parking, libraries & leisure, planning and building.

Challenge

The London Borough of Tower Hamlets Council is constantly working to meet government cost savings and new legislation. In order to meet requirements, the council has had to review its costings taking a more strategic approach to its utilisation of office space and resources.

To reduce office space and resources, the London Borough of Tower Hamlets council was confronted with the challenge of consolidating its 35 office locations into just five, whilst at the same time accommodating all employees and visitors. The high demand for meeting space and the council’s needed to support government initiatives such as remote working and hot-desking were the two key factors driving the search for a real-time room booking service.

Solution
In search of a solution to help better manage the high demand in meeting rooms, the London Borough of Tower Hamlets Council began searching for room booking technologies and following an in-depth evaluation of three suppliers, the council selected Condeco Room Booking.

Jacquie Kerr, ICT Project Manager, the London Borough of Tower Hamlets Council commented: “We selected Condeco Room Booking as it is simple, straight forward and easy to use. We initially trialed Condeco Room Booking in one location, taking a phased approach. Within a month it was evident that the system more than met our user requirements so we decided to roll it out across both of the council’s new sites.”

Jacquie explained: “We needed a solution that would enable employees to independently access room booking information in real-time and book and manage their own meeting room requirements. At the time, the council had moved 3000 employees into just two locations, which had increased the demand for room bookings on each site. It had become complex and manually impossible for the facilities management department to continue managing the bookings.”

Jacquie added: “It became clear that Condeco Room Booking would help unify the council’s meeting room bookings across a number of sites, helping to maximise the utilisation of office space and adapt to a new working culture.”

Results
As soon as Condeco was implemented, the council was able to maximise the utilisation of its office space. With less meeting rooms available, yet more employees located on the one site, the council still managed to improve the management of room bookings.

Jacquie commented: “Staff can now access real-time information on meeting room bookings, eliminating time consuming barriers, which potentially acted as a hindrance to our operations and external relationships when trying to manage room bookings manually. Now with Condeco Room Booking, all internal and external attendees are notified of any room changes.”

Following the success of its implementation in one location, the London Borough of Tower Hamlets council has now rolled out Condeco Room Booking across all of its administrative locations.

Jacquie added: “As a council, we have benefited from increased productivity as staff no longer waste valuable time dealing with the burdens caused by managing room bookings manually. Most importantly, Condeco has enabled us to strive towards our goals by reducing meeting conflicts and maximising utilisation of our office space.”
